Mr. Nazir established JNLA in 2007. He has the highest level of government experience as a Federal Minister and as a Adviser / Minister of State heading various ministries. He is an expert on the legal frameworks, tax policies, leadership, governance and government compliance issues, NAB anticorruption matters, personnel labor and management disputes, arbitration and dispute resolution, public relations, civil, human and minorities’ rights, and counseling services on policy & strategy formulation and implementation. He is a managing lawyer of JNLA who brings invaluable public and private sector experience with advanced and highly qualified educational background.

National Commission on Minorities, Government of Pakistan June 2014 – 2018
- Appointed by the Prime Minister of Pakistan to facilitate religious Minorities in Pakistan facing human rights issues. Along with the other members I encouraged and presented a draft policy on minorities for the first time in Pakistan.
Federal Minister
Government of Pakistan 2013 Interim Cabinet April – June
- Minister for National Health Services, Regulations and Coordination (Former Ministry of Health)
- Zero Tolerance on Corruption Policy was implemented as vision for change and transparency within all the relevant departments involved through vigilance and routine briefings.
- Moratorium on price increase of drugs was placed to encourage and promote a national transparent pricing policy and formula that would end arbitrary pricing of drugs.
- Pakistan Medical & Dental Council (“PMDC”): Directives were issued to enforce the existing rule for teaching hospitals that they have to make 50% of beds available free of cost to the public; to develop and maintain a database of specialists so that their affiliation with teaching institutions can be tracked to avoid their inclusion by multiple institutions; to launch a campaign against quackery.
- Drug Regulatory Authority of Pakistan (“DRAP”): Initiatives were put in motion that would make life saving drugs freely available in the market and removed of un-qualified persons from the Policy Board; develop strategy against low quality and illegal drug manufacturers; and creation of a vigilance cell to be established for monitoring DRAP. Furthermore, inquiry was sent to Federal Investigation Agency to probe corruption into non-transparent practices, dubious delays, out of line favoritism and losses incurred to the national exchequer pertaining to pricing, registration and licensing of the drugs and drugs related companies.
- Minister for Religious Affairs
- Reestablished and strengthened the working relations between the ministry and foreign missions to accommodate the Pakistani citizens travelling abroad for pilgrimages.
- Minister for National Heritage and Integration (Former Ministry of Culture)
- Established a Cultural Heritage Diorama on the Kingdom of Saudi Arabia at the Lok Virsa (heritage museum), Islamabad. This had a cultural and diplomatic meaning to reflect the influence of Arab culture in Pakistan. To honor this historical event, the cultural diorama was named Al-Ghadeer room after His Excellency Abdul Aziz Ibrahim al-Ghadeer, then the Saudi Ambassador in Pakistan.
- Corrupt elements were removed and efficient policies were introduced that generated the highest level of revenue collection in the past 5 years of the Central Board of Film Censors.
- Minister for National Harmony (Former Ministry of Minorities Affairs)
- Improved security for worship places of Hindu and Sikh communities, and all relevant departments were instructed to work closely with the communities of religious minorities in Pakistan.
- Freed the illegal occupation of the land that belonged to Lady Fatima Church in Islamabad.
Minister of State/Adviser

- Curbed corruption in a ministry and its departments which laid unchecked after the 18th amendment. Successfully, challenged the registration of 19 medical colleges with Ministry of Law and Parliamentary Affairs that were given recognition bypassing rules and procedures. Hence, 11 of the 19 medical colleges have lost their recognition. Major emphasis remained to make sure that the Ministry operated smoothly after the 18th Constitutional Amendment in Pakistan that devolved many subjects to the provinces.
